Image of choice
(I used the artwork of Suzanne Woolcott who can be found at AMI.  Please do not use her artwork unless you own a license to do so.)
 
Scrapkit of choice

Brushes of choice
Or you can use my template below, simply right click and save as.  Please do not share this supply with anyone or use it to write your own tutorial!

Font of choice
I used Saginaw
 
 
Tutorial:
 
Open supplies you will be using.  New canvas- 600x600 and flood filled white.
 
If you are using the template I provided open it now.  Feel free to colorize if you want it a different color at this point (adjust-hue and saturation- colorize).
 
Copy and paste the background and circle as new layers.
 
*If you prefer to make your own instead*
First draw a circle on your new canvas, color of choice.  Convert to raster layer.   Make a new layer below this circle layer and use your paint brush to decorate behind the circle. 
 
Now using your circle shape make the foreground color of choice, background null and draw a circle in the center of your canvas large enough to cover this template layer slightly.
 
Select inside your circle layer and selections- modify- contract by 5. Copy and paste the scrap paper that you want to use for the background (I colorized mine, it was the red one from the kit).  Resize the paper as necessary.  Selections- invert and hit delete on your keyboard.  Selections- select none.
 
Make sure this paper layer is below your circle layer but above the layer with the "stamps" on it.
 
Copy and paste the tube that you want to use for this tutorial.   Select inside your circle layer (again) and selections- modify- contract by 5.  Invert- delete on your keyboard once more.  Select none.
 
Add any accents you like at this point.  If you want to add the ribbon use your eraser tool to get rid of any excess that may be hanging over at this point.  Resize any accents as needed.
 
Add copyrights and names as you choose at this point as well.
 
Resize the entire image by 90% and save your tag!
